    The Ministry of Information Technology and Telecommunication is poised to transform Pakistan’s freelancing landscape with the unveiling of the “National Freelancing Policy.”

    By making Pakistan a global leader in freelancing, this forward-thinking initiative hopes to increase exports and the country’s foreign exchange revenues. The policy provides a number of initiatives aimed at empowering this dynamic workforce in an effort to encourage and support registered freelancers.

    The establishment of a reduced sales tax rate, not to exceed 2 percent, for local service revenue produced by independent contractors registered with the Pakistan Software Export Board (PSEB) is one of the main aspects of this programme.

    The strategy expects cooperation between PSEB and the State Bank of Pakistan (SBP) to streamline inward foreign exchange remittances from freelance operations in order to allow seamless international transactions.

    Freelancers will receive income tax exemptions under this framework, and SBP has set particular codes for transactions involving freelance employment.

    The programme offers assistance to independent contractors by letting them create foreign exchange bank accounts and allowing the SBP to retain up to 35% of their foreign exchange earnings from inward remittances.

    Additionally, income tax exemptions on foreign exchange export remittances are scheduled to stay in place under the freelancing laws until 2030, giving registered freelancers stability and financial advantages.

    The programme establishes visa facilitation for independent contractors who have established a solid track record and who have sent more than $5,000 in IT & ITeS export remittances through official banking channels each year for a minimum of two years.

    Moreover, registered freelancers are eligible for subsidised house loan programmes if they can demonstrate a five-year history of export remittances from their freelance work that total more than $12,000.

    The policy emphasises the necessity of connecting freelancers with foreign markets, projects, and clients in recognition of the value of global exposure. In order to increase the awareness of independent contractors and the services they provide on a global scale, a strong marketing strategy and promotional plan will be developed.

    PSEB will be a key player in this change by providing freelancers with reasonably priced registration and renewal fees for access to a variety of initiatives and programmes. There are also options for worldwide marketing and matching, free and discounted training, certifications, and access to discounted office space at Software Technology Parks (STPs) across the nation.

    Additionally, PSEB will set up a specialised facilitation desk to address freelancers’ worries about licensing, taxation, banking, IP rights, Voice over IP (VoIP) whitelisting, VPN access, dispute resolution, and other legal or business issues.

    The strategy provides ideas for digital banking channels that will make it simple for freelancers to access bank accounts, e-payments, and other financial tools, further empowering them. Banks are urged to open technology business branches in important Pakistani cities, staffed with knowledgeable employees who can help independent contractors. Staff in these branches will receive training thanks to a partnership between PSEB, SBP, and banks.

    The programme also places a focus on helping freelancers maintain their financial security by working with public and private sector organisations to provide subsidised, collateral-free loans. This programme aims to give independent contractors the capital they need to expand their enterprises.

    The policy represents a substantial shift in that it grants registered freelancers an income tax vacation on export income/revenue/receipts until 2030, providing the income is received through official banking channels using special purpose codes granted by the SBP. It is anticipated that this tax break will promote formalisation and expansion of the freelancing industry.

    Finally, the policy plans to collaborate with organisations in the public and commercial sectors to provide registered freelancers with discounted health insurance, life insurance, and employee liability insurance, ensuring their safety in the fast-paced freelance industry.
